Providers configure services and make reviewed offers available to selected member organizations.
Members review the requirements attached to an offer. Matching a jurisdiction is one condition; it does not grant service access.
An authorized representative accepts a specific offer version and requests a relationship. The provider and an independent Federation reviewer must also approve.
Accepted terms remain attached to their version. Changes require a new version and acceptance. Live delivery needs a separately authorized integration.

Providers define their services and prices. Federation administers its separate network fees. Scoped agents can prepare configuration for their organizations, while publication and agreement approval remain subject to human review.
Approved offer versions retain a private snapshot. Each snapshot has an opaque commitment that excludes prices, counterparties and conditions from its public representation. Chain publication is pending integration; a recorded receipt and verified blockchain finality will remain separate states.
Understand verification and evidence →The workspace prepares service relationships. It does not execute payments, trades or wallet transfers. Downstream integrations must enforce the accepted terms and preserve the relevant price reference. Automated acceptance and structured negotiation remain future stages.
